The International Monetary Fund (IMF) Managing Director Rodrigo Rato offered special relief funds for the countries victim of the tsunami disaster. The money is, however, in the form of a loan. The IMF has been present in the area on various occasions.

The IMF offered a one billion U.S. dollar loan. The money would be given as Emergency Natural Disaster Assistance facility, and would be repaid in full and with interests within 3¼ to 5 years.

The money could help the area tremendously, but since it is a loan as opposed to an outright donation, it may not be as helpful. The loan, some fear, may not lead to economic stability in the long run. Despite the possible long term effects, the governments of the tsunami torn nations may simply have no choice but to accept the offer.

As well, there is the psychological phenomenon of encouraging others to bid on an item solely because someone else has bid on that same item.

A robotic system at Stanford Medical Center was used to perform a laparoscopic gastric bypass surgery successfully with a theoretically similar rate of complications to that seen in standard operations. However, as there were only 10 people in the experimental group (and another 10 in the control group), this is not a statistically significant sample.

If this surgical procedure is as successful in large-scale studies, it may lead the way for the use of robotic surgery in even more delicate procedures, such as heart surgery. Note that this is not a fully automated system, as a human doctor controls the operation via remote control. Laparoscopic gastric bypass surgery is a treatment for obesity.

There were concerns that doctors, in the future, might only be trained in the remote control procedure. Ronald G. Latimer, M.D., of Santa Barbara, CA, warned “The fact that surgeons may have to open the patient or might actually need to revert to standard laparoscopic techniques demands that this basic training be a requirement before a robot is purchased. Robots do malfunction, so a backup system is imperative. We should not be seduced to buy this instrument to train surgeons if they are not able to do the primary operations themselves.”

There are precedents for just such a problem occurring. A previous “new technology”, the electrocardiogram (ECG), has lead to a lack of basic education on the older technology, the stethoscope. As a result, many heart conditions now go undiagnosed, especially in children and others who rarely undergo an ECG procedure.

On Sunday and Saturday evening, Australian store chains Woolworths and Coles lowered their purchase restrictions on toilet paper to two and one package per transaction in all stores on national level, respectively. ALDI also introduced a one-pack limit, on Monday. These limitations were posted as messages on the checkouts, and on the chains’ Facebook pages. Buyers were reportedly stocking up due to fears of COVID-19 in case people need to self-isolate. On Wednesday, Woolworths also limited toilet paper purchases for home delivery to one pack per order.

These changes followed the previous four-pack per transaction restriction introduced by Woolworths and Coles on March 4 and 5 respectively. Coles, in its March 8 media release, reported that with the four-pack restriction in place, “many stores are still selling out within an hour of delivery”, and called the demand “unprecedented”, while ALDI, in a Facebook post on Tuesday, called it “unexpected”. Sales went up in a “sharp increase” last week, according to a Woolworths spokesperson. Costco’s store in Canberra also limited the allowed amount to two packs last week.

To further alleviate the shortage, Coles ordered bigger packages from suppliers and increased delivery frequency, Woolworths ordered extra stock, while ALDI made stocks for a planned Wednesday special available early. Russell Zimmerman, executive director of the Australian Retailers Association, said that retailers try to raise stock, but local council restrictions on the timing of truck-deliveries make it hard. He expects rising production costs, as suppliers try to meet demand, and fewer specials. On Tuesday, ALDI announced that following the early release of stock, some stores can’t run the Wednesday special.

In a News.com.au report, Dr Gary Mortimer, retail expert from Queensland University of Technology, said the stores fill the stock every night. He remarked toilet paper is a bulky item, leading to low quantity of stocks in numbers, and, when sold out, leaves vast shelf spaces empty, hardening the feeling of a shortage. “Coles and Woolworths have a view [that] if there was plenty of stuff on the shelf, if product like toilet rolls and sanitiser could be [bought] and are there in quantities, you would probably minimise the panic” said Russell Zimmerman per ABC News.

Recycled toilet paper producer Who Gives a Crap said on last Wednesday they’d run out of stock. Kimberly-Clark, which makes Kleenex Toilet Tissue, and Solaris Paper which makes Sorbent, emphasized they were working 24/7 to maintain the supply, according to the News.com.au report.

Domain.com, a real estate site, reported some property sellers offering free toilet paper to the first bidder on auctions in Melbourne, when fewer auctions were held because of buyers having time off on the long weekend of Labour Day. The Thursday edition of NT News, a daily printed in Darwin, included an eight-page insert meant to be cut up and used as toilet paper.

The stores were originally reluctant to impose restrictions, according to a report from ABC Australia on March 3 in which they said they had no plans to introduce restrictions on the purchases.

Russell Zimmerman added that other products are also in high demand, including masks, sanitiser, dried goods, handwash and flour. Similarly, outside of Australia, on Sunday evening online British supermarket Ocado was observed limiting purchases of Andres toilet paper to two 12-roll packs.

In February of 2006, the Savarino Services Construction Corp. proposed the construction of a seven million dollar hotel on Elmwood and Forest Avenues in Buffalo, New York. In order for the hotel to be built, at least five properties containing businesses and residents would have to be destroyed. It was not certain whether the properties were owned by Savarino or by the landlord Hans Mobius. The hotel was designed by Karl Frizlen of the Frizlen Group, and is planned to be a franchise of the Wyndham Hotels group.

Elmwood Avenue is known by the community as a popular shopping center, and Nancy Pollina of Don Apparel (who is “utterly against” the construction) claims it’s the only reason why students from Buffalo State College leave campus. Additionally, Michael Faust of Mondo Video said he did not want to “get kicked out of here [his video store property].”

In 1995, a Walgreens was proposed to be built on the same land, but Walgreens later withdrew its request for a variance because of pressure from the community. More recently, Pano Georgiadis tried to get the rights to demolish the Atwater House next to his restaurant on Elmwood Avenue, but was denied a permit due to the property’s historical value. He has since been an opponent to the hotel construction.

In the process of debating the hotel, it was thought that a hotel had previously existed on the proposed site, however; research done at the Buffalo and Erie County Historical Society had shown that no hotel had previously existed on the site.

A missing 11-year-old girl was found safe on Thursday around 5 a.m. PDT after disappearing May 16 while riding her scooter to a local video store near the north Okanagan town of Armstrong, British Columbia. Carmen Kados left home on her regular two kilometer trip to the local store around 6:45 p.m. Tuesday. She wasn’t seen again after leaving the store around 7:15 p.m.

Carmen’s mother called authorities and reported the young girl missing around 8:45 p.m. — police located her scooter, a cell phone and the video she had rented in a parking lot near the store. Other possessions were found but exact details were not disclosed for investigative purposes, according to Corporal Henry Proce, spokesman for the Royal Canadian Mounted Police.

“The first 24 hours, the first 48 hours, are crucial and as more time elapses you become more and more fearful of a worst-case scenario,” Proce said.

A wide net was cast in hopes of locating Kados — police and as many as 65 search and rescue volunteers searched the largely rural area, scouring railroad tracks, streams, and parking lots. The girl and her alleged abductor were located separately around 5 a.m. Thursday. The suspect in the abduction was identified as a transient known to police. Police indicate that community involvement, including tips and a description of the abductor, were instrumental in locating the suspect.

Kados was brought to Vernon Jubilee Hospital, and her parents joined her there. Police reported she had been injured, but the injuries were not life threatening. Both Kados and her parents are traumatized by the incident; spokesman Proce did not expect they would be making a public statement soon.

“I think anybody that’s a parent can only begin to imagine how it must feel not to know where your child is,” said Proce. “This is a little 11-year-old girl and to not know where she is even for an hour, never mind 36 hours, would be something only a few of us can even imagine.”

Australia’s Nine Network has issued an apology after the rival Seven Network caught Nine News fabricating live crosses to the search site for murdered schoolboy Daniel Morcombe. The network issued a statement after Saturday and Sunday’s Nine News bulletins in Brisbane, which featured presenter Eva Milic crossing “live” to the site with the caption: “Near Beerwah”.

The rival Seven Network, based nearby, lifted the lid on the scam after filming the Nine News chopper almost 100 kilometres south of Beerwah – on the helipad outside the studio, with lights on and blades in motion while Cameron Price reported from inside. Nine admitted to faking Sunday’s cross; issuing a statement on Monday blaming bad weather.

“Our chopper was forced to divert from Beerwah due to bad weather, and air control instructed them to touch down,” it read.

The network also told media industry website mUmBRELLA that “the producer was unaware until it was too late to abort or delay the cross”.

Doubts have been cast over the truth of this statement, however, as it has since emerged that the chopper was also absent from Beerwah on Saturday, and was in fact circling Brisbane’s western suburbs during Melissa Mallet’s report. Director of Queensland Seven News, Rob Raschke, questioned the merit of Nine’s claims, telling Brisbane’s Courier-Mail, “the idea of not knowing where a $3 million helicopter is defies belief”.

A revised statement yesterday announced a Nine investigation into why the location of the helicopter was misreported on both nights, describing the situation as “unacceptable”.
